Job Description

The RN - Regulatory & Quality Specialist (RQS) is responsible for implementation of regulatory and quality efforts throughout the Yakima Valley Memorial (YVM) health system. The RQS monitors, educates and coordinates all aspects of delivery of care as it relates to regulatory and quality in partnership with Performance Improvement leadership. In addition, the specialist is responsible for staff education on new and revised standards and elements of performance, providing staff support for the RLT Committee, assisting where appropriate, with compliance measures and coordinating the organization’s periodic performance review activities. The RQS will work with the Regulatory Readiness Manager to coordinate overall assessment, design/development and implementation of regulatory readiness throughout the health care system. This is accomplished in close collaboration with the chapter leaders, stakeholders and content experts. This position will also work with the Quality Manager to coordinate quality assessment and performance improvement plan(s) to the assigned area within the YVM health system.


  1. Supports and promotes Performance Reliability Culture throughout YVM.

  2. Plans, coordinates, and implements regulatory quality and safety improvement activities throughout YVM.

  3. Serves as a facilitator for assigned areas regarding quality/safety committees and multidisciplinary project teams.

  4. Assesses clinical systems, processes and outcomes of care to determine if care delivered was appropriate to the assigned settings.

  5. Maintains knowledge of YVM policies, regulatory and accreditation requirements, and applicable law.

  6. Ensures that initiatives are efficient, meet expectations and are updated to reflect regulatory changes.

  7. Provides education in quality performance: patient safety, risk reduction, and regulatory compliance.

  8. Participates in over all regulatory readiness for the YVM system.

  9. Responsible for monitoring the regulatory readiness for YVM as it relates to accreditation/licensing/certifying organizations including but not limited to Joint Commission, Centers for Medicare/Medicaid Services (CMS) and/or State Health Department regulations.

  10. Coordinates the overall assessment, design/development and implementation of the Joint Commission continuous compliance action plan.

  11. Serves as a system wide consultant to clinical and non-clinical staff regarding regulatory functions, standards and compliance.

  12. Coordinates and facilitates functional tracer teams to determine compliance and recommend improvement in operational processes.

  13. Oversees the development and implementation of an action plan for each of the functional chapters to ensure consistency and improvement of identified non-compliance issues.

  14. Keeps industry knowledge up to date and implements and/or disseminates the regulatory and/or quality information in a timely manner.

  15. Coordinates the readiness and preparation for the survey, licensing and certification activities.

  16. Maintains and leads actionable events regarding quality assurance and performance improvement initiatives.

  17. Communicates with stakeholders including but not limited to: leadership, medical staff, clinical teams and program leaders regarding quality assurance and performance improvement initiatives.


Education: Associate's degree in nursing required. BSN preferred.

Experience: Experience in Clinical Outcomes Analysis required. Experience with auditing, group facilitation and performance improvement required. Five years progressive hospital/healthcare experience preferred. Minimum one year experience in assigned specialty area preferred.
